云南简称“云”或“滇”，素有“彩云之南”的美誉
Yunnan is called "Yun" or "Dian" for short and is also called the "South of Colorful Clouds".
地处中国西南边陲，位于亚洲的地理中央，即中国与东南亚、南亚三大区域的结合部，内连西藏、四川、贵州、广西，外接缅甸、老挝、越南，有25个边境县分别与缅甸、老挝和越南交界，国境线长4060千米，
Situated on China’s southwest border, Yunnan is the geographic center of Asia and the joint part of China, Southeast Asia and South Asia. It neighbors Tibet, Sichuan, Guizhou and Guangxi of China and borders Myanmar, Laos and Vietnam, with 25 counties on the border and the borderline being 4060 km long.

Yunnan possesses magnificent snow mountains and glaciers in the north, vast tropical rainforests and rare animals and plants in the south, marvelous spectacle "Three Parallel Rivers" in the west and spectacular and magic karst landform in the east. Yunnan has been known as the "Kingdom of Plants", "Kingdom of Animals", "Home of Spices", "Natural Garden" and "Treasury-house of Medical Herbs". In Yunnan, tropical, subtropical, temperate and polar plant communities are distributed. There are mountains and rivers such as Gaoligong Mountains, Nujiang River, Yunling Mountains, Biluo Snow Mountain and Lancang River, as well as such geological wonders as stone forests, soil forests, volcanic clusters, karst caves and geothermal springs. 25 minorities such as Dai, Dong, Yi and Hani live in the vast territory of Yunnan, and have given birth to distinctive, rich and colorful ethnic cultures and folk customs such as world-known Dongba Culture of the Naxi nationality, Pattra-leaf Culture of the Dai nationality, Solar Calendar Culture of the Yi nationality and Terraced Culture of the Hani nationality. 地区生产总值：完成地区生产总值17881.12亿元，增长8.9%，增速排全国第三位; 第一产业完成增加值2498.86亿元，同比增长6.3%，第二产业完成增加值6957.44亿元，第三产业完成增加值8424.82亿元，同比增长7.6%。
GDP: The GDP reached RMB 1788.112 billion, increasing by 8.9% and ranking third in the country; the added value of the primary industry reached RMB 249.886 billion, with year-on-year growth of 6.3%; the added value of the secondary industry reached RMB 695.744 billion; the added value of the tertiary industry reached RMB 842.482 billion, with year-on-year growth of 7.6%.
工业：规模以上工业增加值同比增长11.8%，增速高于全国5.6个百分点，增速排全国第二位。
Industry: The industry above designated size saw a year-on-year growth of 11.8% in added value. The growth rate was 5.6 percentage points higher than the national level, ranking second in the country.
农业：全省农林牧渔业增加值完成2552.78亿元，同比增长6.3%，增速排全国第二位。
Agriculture: The added value of agriculture, forestry, animal husbandry and fishery reached RMB 255.278 billion, with year-on-year growth of 6.3% and growth rate ranking second in the country.
旅游：全省共接待海外游客706.1万人次，接待国内旅游者6.81亿人次，实现旅游总收入8991.44亿，分别增长5.75%、20.24%和29.89%。
Tourism: Yunnan received 7.061 million overseas tourists and 681 million domestic tourists. The total tourism revenue reached RMB 899.144 billion, increasing by 5.75%, 20.24% and 29.89% respectively.
投资：固定资产投资同比增长11.6%，增速高于全国5.7个百分点，排全国第三位。第一产业增长36.8%，第二产业增长11.3%。第三产业增长10.6%。
Investment: The fixed-asset investment above designated size saw a year-on-year growth of 11.6% in added value. The growth rate was 5.7 percentage points higher than the national level, ranking third in the country. The fixed-asset investment in the primary industry, the secondary industry and the tertiary industry increased by 36.8%, 11.3% and 10.6% respectively.
财政收入：全省财政总收入3719.68亿元左右，同比增长9.7%，地方一般公共预算收入1994.31亿元，增长5.7%
Financial revenue: The total financial revenue of Yunnan reached RMB 371.968 billion approximately, with year-on-year growth of 9.7%. The local general public budget revenue reached RMB 199.431 billion, with an increase of 5.7%.
金融：全省金融机构人民币存款余额为30518.85亿元，比年初增加555亿元，同比增长1.9%。贷款余额为28042.02亿元，比年初增加2643.06亿元，同比增长10.4%。
Finance: The deposit balance of financial institutions in Yunnan was RMB 3051.885 billion, with an increase of RMB 55.5 billion compared with that at the beginning of the year and a year-on-year growth of 1.9%. The loan balance of financial institutions in Yunnan was RMB 2804.202 billion, with an increase of RMB 264.306 billion compared with that at the beginning of the year and a year-on-year growth of 10.4%.
社会消费：社会消费品零售总额6825.97亿元，同比增长11.1%，增速排全国第三位。全省城镇常住居民人均可支配收入33488元，增长8%，农村常住居民人均可支配收入10768元，增长9.2%。
Social consumption: The total retail sales of consumer goods reached RMB 682.597 billion, with year-on-year growth of 11.1% and growth rate ranking third in the country. The per capita disposable income of urban residents reached RMB 33,488, with an increase of 8%. The per capita disposable income of rural residents reached RMB 10,768, with an increase of 9.2%.
招商引资：全省新签订实施国内合作项目2902个，引进省外到位资金10181亿元，同比增长20%，实际利用外资10.56亿美元，同比增长9.65%，省外到位资金在第一、第二、第三产业的分布比例为14∶31∶55。新引进10家世界500强企业。
Investment promotion: Contracts were signed and executed for 2902 new domestic cooperative projects. Paid-in investment of RMB 1018.1 billion was introduced from other provinces, with year-on-year growth of 20%. USD 1.056 billion of foreign investment was utilized, with year-on-year growth of 9.65%. The allocation ratio of paid-in investment from other provinces in the primary industry, the secondary industry and the tertiary industry was 14:31:55. 10 of the world"s top 500 enterprises were introduced.
对外贸易：外贸进出口总额1973.02亿元，同比增长24.7%，增速排全国第五位。其中，出口847.68亿元，增长9.4%，进口1125.34亿元，增长39.3%。
Foreign trade: The total foreign trade value reached RMB 197.302 billion, with year-on-year growth of 24.7% and growth rate ranking fifth in the country. The value of export was RMB 84.768 billion, an increase of 9.4%; and the value of import was RMB 112.534billion, an increase of 39.3%.

云南深入贯彻落实习近平总书记系列重要讲话和考察云南时重要讲话精神，积极抓住国家多个重大发展战略在云南交汇叠加的机遇，立足区位、资源、开放等优势，主动服务和融入“一带一路”建设，加快建设面向南亚东南亚辐射中心，全方位多领域深层次推进开放型经济建设。
Yunnan will thoroughly implement the guiding principles from the major policy addresses of General Secretary Xi Jinping and the speech delivered during his visit to Yunnan, seize the opportunity of implementation of multiple national major development strategies in Yunnan. Based on its advantages regarding location, resources and opening-up and the like, Yunnan will take initiatives in serving and integrating into the implementation of "Belt and Road Initiative", speed up building itself into a center driving the development of South and Southeast Asia, and promote all-round, multi-field and deep construction of open economy.
全力配合国家推动中国-中南半岛经济走廊、孟中印缅经济走廊、中缅经济走廊、中老经济走廊建设，积极参与澜沧江-湄公河合作机制建设，推动中老泰经济走廊和滇老泰合作试验区建设工作，不断完善与越北、老北、泰北等合作机制。

Yunnan will constantly improve the financial system, develop financial market and deepen foreign financial cooperation. In 2018, the accumulated cross-border settlement amount of Yunnan reached RMB 445.977 billion. Listed among the first batch of pilot provinces, Yunnan has carried out cross-border RMB business under personal current account. 19 enterprises in Yunnan have obtained RMB loan overseas, and 9 transnational groups/enterprises have set up cross-border RMB cash pool.

一、数字经济
I. Digital Economy
2019年成立了“数字云南”建设工作领导小组，并设立数字经济局，建设云南数字经济研究院。未来云南将科学构建数字经济体系，推动资源数字化、数字产业化、产业数字化，建设面向南亚东南亚辐射中心数字枢纽。
In 2019, Yunnan has established the Leading Group on Constructing "Digital Yunnan", the Digital Economy Bureau and the Digital Economy Research Institute of Yunnan Province. In the future, Yunnan will construct a digital economic system scientifically, promote resource digitalization, digital industrialization and industry digitization, and build itself into a digital hub of the radial center towards South Asia and Southeast Asia.
资源数字化：高质量建成全省人口、法人、宏观经济、自然资源、电子证照五大数据库，加快建设生态环境、市场监管、综合交通物流、公共安全大数据平台。

“数字云南”三年行动计划，将聚焦公共云、高速宽带、智慧旅游、智慧城市、智慧政务、智慧教育、数字医疗、数字农业、智能制造、智慧能源、数字交通等，全力推动“数字云南”建设迈上新台阶。
The Three-year Action Plan for "Digital Yunnan" will focus on public cloud, high speed broadband, smart tourism, smart city, smart government affairs service, smart education, digital medical treatment, digital agriculture, intelligent manufacturing, smart energy and digital transportation, and boost the construction of "Digital Yunnan" to a new height.
二、通信网络
II. Communication Network
云南已建成覆盖广泛、性能优良的高速宽带网络，全省4G基站3万个，城区光纤宽带覆盖率达100%，行政村通光缆比例达98%以上，基本实现景区景点和高速公路沿线4G网络全覆盖。2019年，随着云南首个5G试验基站在丽江开通，云南迎来5G时代，目前全省16个州市已开通了33个5G试验基站，未来云南将全力推动5G网络建设。
Yunnan has constructed a high-speed broadband network featuring wide coverage and high performance and has also constructed 30,000 4G base stations. The coverage rate of urban optical fiber broadband network has reached 100%, and the proportion of optical cables in administrative villages has reached 98%. Full coverage of 4G network in scenic areas and along expressways has been basically achieved. In 2019, with the opening of the first 5G test base station, Yunnan will embrace an era of 5G. At present, 33 5G test base stations have been opened in 16 prefectures / cities in Yunnan. In the future, Yunnan will spare no effort to promote the construction of 5G network.
抢抓5G机遇，编制全省5G产业发展规划，以政府+三大运营商+企业“1+3+1”模式，力推全省5G网络建设及其产业发展。

三、信息产业园布局
III. Layout of Information Industrial Park
云南出台了《云南省人民政府关于加快信息化和信息产业发展的指导意见》和《云南省人民政府关于加快推进“互联网+”行动的实施意见》。随着“云上云”重点项目的实施，云南信息化建设驶入发展快车道。目前已初步形成了以昆明呈贡信息产业园为核心，玉溪华为云计算数据中心和保山国际数据服务产业园为两翼的“一核两翼”云计算、大数据发展格局。
Yunnan has issued the Opinions of Yunnan Provincial People"s Government on Accelerating Informatization and Development of Information Industry and the Implementation Opinions of Yunnan Provincial People"s Government on Promoting "Internet +" Action. With the implementation of "Fairyland Yunnan" projects, the informatization construction has sailed into the fast lane of development. At present, the development pattern of cloud computing and big data has been basically formed, with Chenggong Information Industrial Park as the core, Yuxi Huawei Cloud Computing Data Center and Baoshan International Data Service Industrial Park as the wings.

Chenggong Information Industrial Park: As the key object of informatization and development of information industry in Yunnan, it is to forge a core cluster of provincial information industry, construct cloud computing and big data center, regional information service center, cross-border e-commerce center, and mass entrepreneurship and innovation demonstration area with international influence.
玉溪华为云计算数据中心：将以“立足云南、覆盖西南、辐射南亚东南亚的国际化大数据中心和互联网+应用创新中心”为目标，从信息基础设施、信息化应用和信息安全保障等方面，加快以云计算、大数据、物联网、移动互联网信息技术为主的产业发展。
Yuxi Huawei Cloud Computing Data Center: It is to take the construction of "international big data center and "Internet +" application innovation center based on Yunnan, covering Southwestern China and radiating to South Asia and Southeast Asia" as the goal, and accelerate the development of cloud computing, big data, Internet of things, mobile Internet information technology and other major industries from the aspects of information infrastructure, informatization application, and information security assurance.
保山国际数据服务产业园：保山市被国家发改委和工信部确定为国家信息惠民试点城市和信息消费试点城市。保山依托当地的资源、气候、电力和区位优势，以打造“孟中印缅”信息走廊“数聚”中心和全省信息化应用示范区为目标，大力发展信息化建设和数据服务产业。
Baoshan International Data Service Industrial Park: Baoshan City has been determined as the national pilot city benefiting people with information and the information consumption national pilot city by the National Development and Reform Commission and the Ministry of Industry and Information Technology. Relying on local advantages of resources, climate, electricity and location, Baoshan will take the construction of Bangladesh-China-India-Myanmar Information Corridor Data Cluster and Provincial Informatization Application Demonstration Area as the goal, and vigorously develop information construction and data service industry.

Chapter 2 Resources
云南是中国资源最富集的省份之一，资源总量居中国第六位，人均资源拥有量是全国平均水平的两倍。全省森林面积达到1914万公顷、居全国第3位，森林覆盖率达到60.3%，占全国第七；环境质量位列第5，是中国自然环境最好、生态保护最好的省份之一，也是全国著名的养生居住、避暑休闲目的地，素有“天然花园”的美誉。
Yunnan is one of the provinces with the richest resources in China and ranks the sixth in terms of total resources. Its per capita quantity of resources is twice the national average. Yunnan ranks third in China in terms of the forest covered area across the province (19.14 million hectares). The forest coverage is as high as 60.3%, ranking seventh in the country. With environmental quality ranking fifth in the country, Yunnan Province is one of the provinces with the most favorable natural environment and the best ecological protection in China and is also a famous healthcare, living and summer destination in China. It has been known as "Natural Garden".
生物资源：云南物种资源丰富，全国已知的高等植物426科、2592属和17000多种，其中云南分别占全国的88.4%、68.7%和62.9%，被国家列为重点保护的野生动物共有199种，占全国总数的59.4%。目前，全省建立了各类自然保护区193个，是中国自然保护区类型最多的省份。2018年，云南出台《云南省生物多样性保护条例》颁布，成为全国第一部生物多样性保护的法规。
Biological resources: Yunnan enjoys abundant species. Among 426 families, 2592 genuses and over 17000 kinds of known higher plants in the country, the proportions of higher plants in Yunnan account for 88.4%, 68.7% and 62.9% respectively. There are 199 kinds of national key protected wild animals, accounting for 59.4% of the total amount in the country. Yunnan has established 193 nature reserves of various kinds and become the province with the most types of nature reserves in China. In 2018, Yunnan issued the Regulations on Biodiversity Conservation, which has become the first regulations concerning biodiversity protection in China.
矿产资源：云南被称为“有色金属王国”，现已发现各类矿产150多种，探明储量的矿产92种，其中25种矿产储量位居全国前三位，54种矿产储量居前十位，居全国首位的矿种有锌、石墨、锡、镉、铟、铊和青石棉。云南矿产资源共有9大类：黑色金属矿产、能源矿产、有色金属及贵金属矿产、化工非金属矿产、稀有及稀土矿产、特种非金属矿产、冶金辅助原料矿产、建材非金属矿产及彩石矿产等。
Mineral resources: Yunnan has been known as the "Kingdom of Non-ferrous Metals". More than 150 mineral products have been discovered, and there are 92 kinds with proved reserves. The reserves of 25 kinds rank top 3 in China, and reserves of 54 kinds rank top 10 in China. The mineral products with reserves ranking first in China include zinc, graphite, tin, cadmium, indium, thallium and crocidolite. The mineral resources in Yunnan can be divided into 9 categories: ferrous metal, mineral resources of energy, non-ferrous metal and precious metal, chemical non-metallic mine, rare earth element, special non-metallic mine, auxiliary metallurgical material, building material, and colored stone.
水能资源：云南省人均水资源超过10000立方米，是全国平均水平的4倍。由于地形缘故，云南的河流落差都很大，蕴藏有巨大的水能资源，云南参与的“西电东送”工程大部分的电能都来自环保的水能发电。境内有金沙江、澜沧江、怒江、红河、珠江和伊洛瓦底江六大著名水系，大河流600多条，水能资源十分丰富，可开发装机容量为9570万千瓦，占全国的25%、居全国第二位。
Hydropower resources: The per-capita water resources quantity in Yunnan exceeds 10,000 m3, 4 times the national average. Due to the terrain, there are great river drop and abundant hydropower resources in Yunnan. Therefore, most electrical energy for part of the West-East Electricity Transmission Project in which Yunnan involved was produced through hydropower generation. There are six famous river systems running through the province, namely, Jinsha River, Lancang River, Nujiang River, Red River, Pearl River, and Irrawaddy River. Besides, there are more than 600 rivers with large capacity, blessing Yunnan with very abundant hydropower resources. The exploitable installed capacity is 95.7 million kW, taking up 25% of the exploitable hydropower in China and ranking the second in China.
清洁能源：风能、太阳能、地热、生物质能等新型能源具有很大的资源优势，风电装机容量为70万千瓦，有效风能密度可达160瓦/平方米以上，太阳能可开发储量76%，有效利用时数可达6000小时；省内124个县有地热天然露头点共654处，居全国之首；累计天然热流量16.4万大卡/秒，全国名列前茅。
Clean energy: Such types of new energy resources as wind power, solar power, geothermal energy and biomass energy have very superior advantages. The installed wind power capacity is 700,000 kW, with an effective wind power density of greater than 160W/m2. 76% of the reserve of solar power is available for exploitation and the number of effective utilization hours is up to 6,000. In 124 counties in the province, there are 654 natural geothermal outcrop points, ranking first in China. The accumulated natural heat flow is 164,000 kilocalories per second, ranking top in China.

Tourism resources: With unique plateau and frontier features as well as ethnic customs, Yunnan has given birth to abundant tourism resources concerning buildings, costumes, festivals, songs and dances, traditional Chinese operas and food. World-famous scenic spots and historical sites and multi-culture bring out the best in each other. There are 66 tourist attractions, 11 geoparks, 18 national wetland parks and 13 national parks. There are well-protected ecological scenery spots, mild and pleasant landscape climate, beautiful natural scenery and colorful ethnic customs.

Chapter 3 Infrastructures
2018年，全省综合交通建设投资完成2196.13亿元，同比增长16.75%，2019年力争基础设施投资增长20%以上。
In 2018, the investment in provincial comprehensive transport construction reached RMB 219.613 billion, with year-on-year growth of 16.75%. In 2019, Yunnan is striving to increase the infrastructure investment by more than 20%.
公路Highway：
云南已基本建成以昆明为中心，国道、省道为骨架，连接东南亚国家的“七出省、五出境”公路交通网。截至2018年，公路总里程达25.3万公里，其中，高速公路里程达5198公里。随着滇缅公路、中印公路、中越红河公路的全线贯通，实现了与缅甸、越南、泰国、印度的全面对接。
Yunnan has basically constructed a transportation network of "seven trans-provincial highways and five trans-national highways" , which takes Yunnan as the center, the national highways and provincial highways as the framework, and connects countries in Southeast Asia. As of 2018, the total highway mileage reached 253,000 km, including 5198 km of expressways. With Yunnan-Myanmar Highway, Ledo Road and Honghe Highway Bridge open to traffic, Yunnan has been bridged with Myanmar, Vietnam, Thailand and India.
铁路Railway
铁路运营里程达3856公里，其中 高铁里程达1026公里。贵昆、成昆、南昆、沪昆客专、云桂客专及昆河、蒙宝等干线，连接南亚、东南亚，辐射内陆腹地的“八出省五出境”铁路骨架网已基本建成。根据《中长期铁路网规划》，至2020年，云南铁路里程将达到6000千米，形成横贯欧亚的铁路大动脉。
The operating mileage of railway has reached 3856 km, including 1026 km of operating mileage of high-speed railway. With Guiyang-Kunming Railway, Chengdu-Kunming Railway, Shanghai-Kunming Railway, Nanning-Kunming High-Speed Railway, Kunming-Hekou Railway and Mengzi-Baoxiu Railway, the network of seven trans-provincial railways and five trans-national railways", which connects South Asia and Southeast Asia, and radiates to hinterland, has been basically established. According to the Medium- and Long-Term Railway Network Plan, the railway operating mileage will reach 6000 km, and a railway artery connecting Europe and Asia will be formed in 2020.
航空Air
云南通航运营机场达15个，开通国内外航线524条。2018年，完成旅客吞吐量6,758.56万人次、货邮吞吐量47.50万吨，其中，昆明长水国际机场旅客年吞吐量达到4473万人次。到2025年，云南将开辟更多面向亚洲、直达欧美的国际航线，规划机场将增至25个。
Yunnan has 15 airports in operation and has launched as many as 524 domestic and international flight routes. In 2018, the passenger traffic throughput reached 67,585,600 persons, among which the passenger traffic throughput of Kunming Changshui International Airport reached 44,730,000 persons. The cargo and mail throughput reached 475,000 tons. By 2025, Yunnan will develop more international flight routes directing to Asia and directly heading to Europe and America. The number of planned airports will increase to 25.
水运Water Transport
云南是国内水系最多的省份之一，内河总长1.42万公里，可开发利用航道8,000多公里；水运航道通航里程达4339公里，云南正大力构建水运大通道，未来将建设9条重要航道、12个重要港口，形成通畅的“三出境、两出省”水路运输通道，以及北进长江、南下珠江、西通印度洋、南下太平洋”沟通“两洋”、连接“三亚”的综合水路交通运输体系。
Yunnan is the province which has the largest number of river systems in China. The total length of inland rivers is 14,200 km, including over 8,000 km of exploitable waterways. The mileage of waterways open to traffic reaches 4,339 km. Yunnan is vigorously constructing a large water transport channel, and will construct 9 key waterways and 12 key ports in the future, so as to form a water transport channel with "three trans-national waterways and two trans-provincial waterways", as well as a comprehensive waterway transportation system, which directs to the Yangtze River in the north, the Zhujiang River in the east[11] , the Indian Ocean in the west and the Pacific Ocean in the south, and connects the Indian Ocean and Pacific Ocean, East Asia, Southeast Asia and South Asia.
口岸Port：
云南拥有25个国际口岸，贸易伙伴覆盖全球；密集的口岸与航空、铁路、公路、水运等交通方式联结，形成高效便捷的进出口综合交通运输体系，为货物进出口运输提供了巨大便利。
Yunnan has 25 international ports, with trade partners all over the world. With dense ports connected via air, railway, highway and water transport, efficient, convenient and comprehensive transportation system has been formed, providing convenience for import and export of goods.

为贯彻落实习近平主席2015年视察云南时提出的“把云南建设成为我国面向南亚东南亚辐射中心”的战略定位，云南结合自身优势，提出要大力发展8大重点产业，即生物医药和大健康产业、旅游文化产业、信息产业、物流产业、高原特色现代农业产业、新材料产业、先进装备制造业、食品与消费品制造业等八大重点产业。
To follow the strategic positioning of "building Yunnan into center driving the development of South and Southeast Asia" proposed by Chairman Xi Jinping during his visit to Yunnan in 2015, based on advantages of Yunnan, it is to strive to develop vigorously 8 major industries, i.e., biomedical and great health industry, tourism and cultural industry, information industry, logistics industry, modern agricultural industry with plateau characteristics, new material industry, advanced equipment manufacturing industry, food and consumer goods manufacturing industry.
2017年，云南发布了《关于着力推进重点产业发展的若干意见》，提出在巩固提高云南传统支柱产业的基础上，要着力推进重点产业发展，加快形成新的产业集群，打造全省经济增长新引擎。云南将整合省级财政扶持产业发展50%左右的存量资金，以及全部新增投入部分，集中支持重点产业发展。按照“一个产业、一支基金”的思路，分别设立重点产业发展基金，鼓励和引导社会资本集中投入重点产业发展。
In 2017, Yunnan issued the Opinions on Promoting the Development of Major Industries, and is to strengthen and improve traditional pillar industry, promote the development of major industries, accelerate the formation of new industrial cluster, and forge a new engine for provincial economic growth. Yunnan will set aside about 50% of provisions for development of industries subject to provincial financial supporting and all new investment to support the development of major industries in centralized manner. According to the concept of "one fund for one industry", Yunnan will set up funds and introduce social capital for development of major industries.
云南八大重点产业培育成效明显，生物医药、信息、新材料和先进装备制造4个产业“施工图”、促进现代物流产业发展10条措施出台，物流产业快速崛起，信息、消费品工业成长为千亿元级产业，以“两型三化”为方向的“传统产业+支柱产业+新兴产业”迭代产业体系初步形成，为云南经济平稳健康发展注入了强大动力。
Major headway has been made in cultivation of eight major industries in Yunnan. "Working plans" for biomedical and great health industry, information industry, new material industry and advanced equipment manufacturing industry, as well as 10 measures for development of modern logistics industry have been provided. The logistics industry has developed rapidly. The information industry, and the food and consumer goods manufacturing industry have become 100 billion-level industries. “健康生活目的地”，依托得天独厚的蓝天白云、青山绿水和纯净空气，将云南打造成让人流连忘返的休闲旅游胜地和养生天堂， 大力发展从“现代中药、疫苗、干细胞应用”到“医学科研、诊疗”，再到“康养、休闲”全产业链的“大健康产业”,建设集医疗、研发、教育、康养为一体的医疗产业综合体。
"Healthy living destination": Relying on blue sky and white clouds, green mountains and rivers, and pure air, it is to forge Yunnan into a charming tourist resort and a health preserving paradise, vigorously develop the chain-wise "great health industry" from "modern Chinese medicine, vaccine and stem cell application" to "medical scientific research and diagnosis and treatment" and then to "rehabilitation and leisure", and construct a medical industrial complex integrating medical treatment, research and development, education, rehabilitation and leisure.

产业园区Industrial park
产业园区是项目的承载平台，是产业聚集发展和工业经济转型升级的重要载体，云南在推进园区建设上成效显著，全省分布有百余国家级、省级和州市县级各类产业园区，已基本形成了以滇中新区为核心，高新技术产业开发区、经济技术开发区和综合保税区等为支撑、重点开发开放试验区、跨境经济合作区和边境经济合作区为前沿的国家级开放平台发展新格局。
Industrial park is a supporting platform of project and an important carrier for agglomeration and development of industry, transformation and upgrading of industrial economy. Headway has been made in promoting park construction. There are more than one hundred national, provincial, prefecture-level, municipal, and county-level industrial parks in Yunnan. At present, the new pattern for development of national open platform has been basically formed, with Central Yunnan New Area as the core, high-tech industrial development zone, economic and technological development zone and comprehensive bonded zone as the basis, key development and opening-up pilot zone, cross-border economic cooperation zone as the front line.
滇中新区Central Yunnan New Area
云南滇中新区为国家级园区，位于昆明市主城区东西两侧，规划范围包括安宁市、嵩明县和官渡区部分区域，总面积约482平方公里。新区生态环境良好，区位条件优越，交通、供水、能源、信息等基础设施体系完善。
As a national-level park, Central Yunnan New Area is located in the east and west of downtown Kunming, and has a planning area of about 482 km2, covering Anning City, Songming County, and part of Guandu District. Central Yunnan New Area features sound ecological environment, favorable location conditions, and complete infrastructure system of transportation, water supply, energy and information.
滇中新区自成立三年来，在基础建设、片区开发、产业培育和环境打造方面成效显著，在全国所有国家级新区中，其生产总值增速排名第三位，一般公共预算收入增速排名第二位，规模以上工业增加值增速排名第一位。至今，引进世界五百强企业6家，中国五百强企业9家。千亿级新能源汽车及配套零部件产业体系正在形成，千亿级临空产业体系逐步形成，千亿级石化循环产业体系基本形成。
In the three years since its set-up, headway has been made in infrastructure construction, area development, industry cultivation and environment maintenance. Among all national new areas, Central Yunnan New Area rank third in GDP growth rate, second in growth rate of general public budget revenue, and first in growth rate of added value of industry above designated size. Up to now, 6 of the world"s top 500 enterprises and 9 of China"s top 500 enterprises have been introduced. The 100 billion-level new energy automobile and supporting parts industrial system is being formed, the 100 billion-level airport industrial park system has been gradually formed, and the 100 billion-level petrochemical cyclical industrial system has been basically formed.
滇中新区的“533”产业发展战略: 做大做强汽车及高端装备、石化、新材料、电子信息、生物医药5大高端产业集群，培育发展高端商务和总部经济、商贸及现代物流、旅游和健康服务3大现代服务业集群，全力打造安宁工业园区、杨林经开区、空港经济区3大千亿级产业园区，着力构建布局优化、分工合理、错位发展、特色鲜明的现代产业体系。
"533" industrial development strategy for Central Yunnan New Area: It is to make 5 high-end manufacturing clusters, including automobile and high-end equipment, petrochemical, new material, electronic information and biological medicine, bigger and stronger, cultivate and develop 3 modern service clusters, including high-end business and headquarters economy, commerce and trade & modern logistics, and tourism and health service, spare no effort to forge three 100 billion-level industrial parks, including Anning Industrial Park, Yanglin Economic and Technological Development Zone and Airport Economic Zone, and take great pains to establish optimized and distinctive modern industrial system featuring reasonable division and staggered development.
综合保税区Free Trade Zone
昆明综合保税区: 规划面积2平方公里，主要发展保税加工、保税物流、保税仓储、保税展示、保税服务等业务。综合保税区分为AB两个区块。A区位于昆明经济技术开发区，重点发展具有我省以及周边国家特色优势的资源性产业、珠宝玉石、生物医药及食品等产业，突出保税加工、保税物流功能。B区紧邻昆明长水国际机场，重点发展国际转口贸易、仓储、加工等产业，突出保税贸易、保税服务、保税物流、保税加工、保税展示等功能。
Kunming Comprehensive Bonded Zone: With a planning area of 2 km2, it is to focus on such businesses as bonded processing, bonded logistics, bonded warehousing, bonded exhibition and bonded service. The comprehensive bonded zone consists of Zone A and Zone B. Zone A is located in Kunming Economic & Technological Development Zone. It is to focus on the development of characteristic and competitive industries of Yunnan and surrounding countries, including resource industry, jewelry and jade, bio-pharmaceutical and food, and emphasize the functions of bonded processing and bonded logistics. Zone B is close to Kunming Changshui International Airport. It is to focus on international re-export trade, warehousing, processing and the like, and highlight such functions as bonded trade, bonded service, bonded logistics, bonded processing and exhibition.
红河综合保税区：位于红河工业园区内，规划面积3.29平方公里，具有保税物流、国际贸易、加工制造、研发检测四大功能。开展国际采购分销和配送、国际转口贸易、国际中转、商品展示、检测和售后维修服务、研发加工制造、存储进出口货物和其他未办结海关手续的货物七大业务。红河综合保税区产业发展方向以保税物流为核心，以加工制造、研发检测为主体，以商品展示、国际贸易为特色。重点发展大宗商品交易、分销服务、物流配送、金融保险、电子信息、生物医药、纺织服装、新能源材料、装备制造、橡胶制品、矿产深加工等产业。
Honghe Comprehensive Bonded Zone: It is located in the Honghe Industrial Park, with a total planning area of 3.29 km2, and has functions such as bonded logistics, international trade, processing and manufacturing, research, development and testing. It is to carry out international purchasing and distribution, international re-export trade, international transfer, product display, testing and after-sales service, research and development, processing and manufacturing, storage of imported and exported products and other goods for which customs formalities are not handled. For industrial development in Honghe Comprehensive Bonded Zone, it is to take bonded logistics as the core, processing and manufacturing, research and development, and testing as the main body, and highlight product display and international trade. Focus is to be put on development of commodity trade, distribution service, logistics, finance and insurance, electronic information, biological medicine, textile and clothing, new energy material, equipment manufacturing, rubber products, deep mineral processing and other industries.
跨境经济合作区Cross-border Economic Cooperation Zone
中老磨憨-磨丁：位于云南省西双版纳州与老挝南塔省交界处，总面积约33平方公里（中方占16.8平方公里）；规划建设国际商业金融中心、老挝磨丁国家公园、国际保税物流加工园区、老挝磨丁国际公园等；期待引入商业贸易、旅游度假、金融商务、跨国科技、文化传媒、出口加工、教育医疗等相关城市发展项目。
Mohan (China) - Boten (Laos) Cross-border Economic Cooperation Zone: Located at the junction of Xishuangbanna Prefecture of Yunnan and Namtha of Laos, it covers an area of about 33 km2 (with 16.8 km2 of land in China). It is planned to construct international commercial and financial center, Boten national park, international bonded logistics and processing park, Boten international park, and is expected to introduce relevant urban development projects concerning trade and business, tourism and leisure, finance and commerce, multinational technology, cultural media, export processing, education and medical treatment.
中越河口-老街：位于云南省红河州和越南老街省交界处，总面积21平方公里（中方占11平方公里），区内实行“一线放开、二线管住、境内关外、自由贸易”的特殊监管模式。主要以加工制造业、跨境商贸、国际金融、现代物流、跨境旅游、国际会展等6个方面的产业为主导。
Hekou (China) - Lao Cai (Vietnam) Cross-border Economic Cooperation Zone: Located at the junction of Honghe Prefecture of Yunnan and Lao Cai of Vietnam, it covers an area of 21 km2 (with 11 km2 of land in China). The special supervision mode of "frontier opening, second tier control, inside the national border but outside the customs territory, and free trade" is implemented in the zone. The dominant industries include processing and manufacturing, cross-border commerce, international finance, modern logistics, cross-border tourism and international exhibition industries.
边境经济合作区Border Economic Cooperation Zone
云南共有瑞丽、畹町、河口和临沧4个国家级边境经济合作区，以及麻栗坡（天保）、腾冲（猴桥）、孟连（勐阿）、泸水（片马）和耿马（孟定）4个省级边境经济合作区，经过多年的发展，边境经济合作区已成为中国沿边开放的前沿窗口，对外合作的重要载体和兴边富民的有效支撑。
There are 4 national border economic cooperation zones, i.e., Ruili National Border Economic Cooperation Zone, Wanding National Border Economic Cooperation Zone, Hekou National Border Economic Cooperation Zone and Lincang National Border Economic Cooperation Zone, and 4 provincial border economic cooperation zones, i.e., Malipo (Tianbao) Provincial Border Economic Cooperation Zone, Tengchong (Houqiao) Provincial Border Economic Cooperation Zone, Menglian (Meng"e) Provincial Border Economic Cooperation Zone, Lushui (Pianma) Provincial Border Economic Cooperation Zone and Gengma (Mengding) Provincial Border Economic Cooperation Zone. After years of development, the border economic cooperation zones have become frontier windows for opening-up along border, important carriers for foreign cooperation and effective supports for vitalizing border areas and enrich the people.
边合区重点发展进出口加工业、仓储物流及其有关产业、国际商贸服务业、跨境旅游文化产业、高端装备制造业和金融服务业等。支持边合区企业开展境外农业综合开发、矿产开发、旅游合作、境外生产加工基地建设等。鼓励边合区企业“走出去”开展境外经贸投资合作和边境贸易，加快边合区省级投融资平台建设。
For border economic cooperation zones, it is to focus on development of import and export processing industry, warehousing and logistics industry and related industries, international trade and service industry, cross-border tourism cultural industry, and high-end equipment manufacturing industry. Enterprises in the border economic cooperation zones will be supported in terms of overseas integrated agricultural development, mineral exploitation, tourism cooperation and overseas production and processing base construction. Enterprises in the border economic cooperation zones will be encouraged to "go global", carry out overseas economic and trade investment and cooperation, and border trade, and accelerate the construction of provincial financing platform in the zone.
开发开放试验区勐腊（磨憨）Mengla (Mohan) Development and Opening-up Experimental Zone
勐腊(磨憨)国家重点开发开放试验区: 位于云南省西双版纳，东、南、西三面与老挝陆地相连，总面积约4500平方公里。试验区规划了五个功能定位: 中老战略合作重要平台、联通中国与中南半岛各国的综合性交通枢纽、沿边地区重要经济增长极、生态文明建设排头兵和睦邻安邻富邻示范区。试验区将重点发展特色农业和生物产业、进出口加工业、商贸物流产业、文化旅游产业。
Mengla (Mohan) National Key Development and Opening-up Experimental Zone It is located in Xishuangbanna, Yunnan, and connected to land of Laos in the east, south and west. It covers about 4500 km2. This experimental zone has five functions: A significant platform of China – Laos strategic cooperation, a comprehensive traffic hub linking China and Indochina Peninsula, an important growth pole of border areas, a pioneer of ecological civilization construction and a demonstration zone “bringing harmony, security and prosperity to neighbors”. This pilot zone will focus on the development of characteristic agriculture, biological industry, import & export processing, trade logistics industry and cultural tourism.

Ruili National Key Development and Opening-up Experimental Zone It is located in Dehong Dai and Jingpo Autonomous Prefecture, Yunnan Province, bordering the Union of Myanmar. The experimental zone is centered on the whole area of Ruili City (1040 km2). There are two national Grade-I ports of Ruili and Wanding and national Grade-II port of Zhangfeng in Longchuan County. This experimental zone has six functional zones: Border Economic Cooperation Zone, International Logistics and Warehousing Zone, International Trade and Tourism Service Zone, Import & Export Processing Zone, Characteristic Agriculture Demonstration Zone, and Ecological Barrier Zone. 跨境电子商务综合试验区Cross-border E-commerce Comprehensive Experimental Zone
中国（昆明）跨境电子商务综合试验区---我国面向南亚东南亚的跨境电子商务辐射中心，规划到2020年，建成跨境电子商务“两平台、六体系”，即跨境电子商务线上公共服务平台、跨境电子商务线下产业园区平台，跨境电子商务信息共享体系、跨境电子商务金融服务体系、跨境智能物流体系、跨境电子商务信用体系、跨境电子商务统计监测体系、跨境电子商务风险防控体系。
China (Kunming) Cross-border E-commerce Comprehensive Experimental Zone - China"s cross-border e-commerce radiation center facing south Asia and southeast Asia, plans to build the cross-border e-commerce of “Two Platforms and Six Systems” by 2020, namely, Cross-border E-commerce Online Public Service Platform, Cross-border E-commerce Offline Industrial Park Platform, Cross-border E-commerce Information Sharing System, Cross-border E-commerce Financial Service System, Cross-border Intelligent Logistics System, Cross-border E-commerce Credit System, Cross-border E-commerce Statistical Monitoring System, and Cross-border E-commerce Risk Prevention and Control System.
未来将建设跨境电子商务国际物流通道：新开、加密通往南亚东南亚的国际航线，增加通往中东、北非地区重要城市航线班次，开发连接南亚东南亚货运枢纽的全货运航线，建设延伸至西亚、非洲、澳新地区的货运航线，并逐步拓展至欧洲的货运航线；加快推进昆明-河内、昆明-曼谷、昆明-仰光泛亚铁路建设，积极协调增开中欧、中亚班列，推动与越南、老挝、缅甸、泰国等签订跨境公路运输协定，开通货运班车。打造综合、智慧要素集成的现代综合物流服务体系，统筹解决运输、商贸和监管服务问题，实现航空、铁路和公路运输在口岸无缝对接。
In the future, we will build the cross-border e-commerce international logistics channel: Open and encrypt international routes to South Asia and Southeast Asia, increase flights to major cities in the Middle East and North Africa, develop all-cargo routes connecting South Asia and Southeast Asia freight hubs, establish freight routes extending to West Asia, Africa, Australia and New Zealand and gradually expand to Europe. We will also accelerate the construction of the Kunming-Hanoi, Kunming-Bangkok and Kunming-Rangoon Trans-Asian Railways, actively coordinate the opening of additional railway transportations to Central Europe and Central Asia, promote the signing of cross-border road transport agreements with Vietnam, Laos, Myanmar and Thailand, and open freight trains. So as to build a modern integrated logistics service system with comprehensive and intelligent elements, make overall plans to solve issues in transportation, commerce and supervision services, and realize seamless connection of aviation, railway and highway transportations at ports.
